No one other than the government can be forced to create an application
that works on all computer systems to be found on the world. Actually,
even the government can make a windows only solution, as long as there
is another way to do the same thing for everyone they lock out. 

Even the term 'internet banking' can be bound to a specific operating
system or hardware platform, as long as the system is communicating
through the internet. Remember, the 'worldwide web' is not the same as
the 'internet'.

For instance, the iTunes online store works only under Mac OS X and for
customers living in the USA. It is however an internet shop and there is
nothing wrong with that!

So, no worries about the legality, just about the rudeness and
short-sightedness of this bank.
