Yes, in http://www.lacocina.nl/rabo/index.html#sectie1.3 Ronald writes:
"Door u niet te conformeren aan de HTML-standaard eist u van uw klanten
om met een bepaald produkt van een bepaalde leverancier te werken en
beperkt zo de toegang en mogelijkheden van de website."  More similar
statements can be found in other places of the document.

Seems clear to me :)
